The Department of Higher Education was established in G.O. Ms No. 3, Dated: 27-02-2026 to address structural deficiencies and create a future-ready governance architecture capable of delivering the Swarnandhra @2047 goals. The Commissionerate of Higher Education (CHE) was created by redesignating the post of Commissioner/Director of Collegiate Education as Commissioner of Higher Education (CHE) by merging the administrative functions of the Commissionerate of Collegiate Education and the Department of Technical Education (CTE) along with SBTET, Polytechnics and TEQIP wings. Transferred all delegated executive and administrative powers of Andhra Pradesh State Council of Higher Education (APSCHE), which are beyond the Act No.16 of 1988, to CHE, thereby enabling APSCHE to function strictly in accordance with its statutory mandate under Act 16 of 1988.
The Department of Higher Education was established in G.O.Ms.No.1166, Education Department dated 5-6-1957 to bring about coordinated efforts for the development of Higher Education by pooling of Engineering Colleges from the Director of Public Instructions and the Polytechnics from the Department of Industries and Technical Examinations from the Commissioner of Government Examinations.
